Data governance needs a driving force. A force like profit, growth, risk reduction, or legal compliance. The first step is to engage informally with people who should have these aspects at heart as principles for doing business. People like auditors for example. They will contribute to the environmental pressure and ground swell of support. Find the most powerful person who can benefit from the credit for sponsoring your ideas and support them.

Unfortunately, you need political support or you will not get far.
